National Transportation Safety Board (NTSB) has released an accident report focusing on the engine room fire aboard fishing vessel Master Dylan. At about 0745 on 1 December 2020, the fishing vessel Master Dylan was trawling for shrimp in the Gulf of Mexico when an explosion occurred in the engine room.

The captain attempted to extinguish the fire, but was unsuccessful. A nearby fishing vessel rescued the crew from the burning vessel. An offshore supply vessel eventually extinguished the fire using water cannons. Master Dustin II, a vessel owned by the same company, proceeded to tow the Master Dylan to the nearest point of land. Green boating ETB partnership secures new funding to electrify the UK Norfolk Broads

The ETB partnership, comprising researchers and Norfolk Broads businesses, has been announced as a winner of the Clean Maritime Competition, alongside 55 other projects to investigate how to decarbonise the maritime sector. As part of a range of measures to tackle climate change, the UK Government is planning to phase out the production of new fossil-fuel powered vessels by 2050. This funding will enable the ‘Electrifying The Broads’ – ETB partnership group to research how the transition to cleaner fuels and propulsion could take place in the Broads.

To date, electric motors are only widely used on small outboard vessels, electric day-boats and sailing yachts. ABS and Vanderbilt put spotlight on US waterways decarbonization

The current GHG emissions profile of the US inland waterway sector is low compared to other freight modes. The American Waterways Operators cites statistics that show that one dry cargo barge can carry the same amount of cargo as 16 rail cars or 70 trucks and that barge transportation produces 30% less greenhouse gas emissions than rail and more than 1,000% less than trucks. Still, that does not mean that decarbonization is an issue that the industry can afford to ignore, and ABS and Vanderbilt University have just published a landmark report analyzing decarbonization strategies for U.S. inland waterways.

Since January 2021, the IMO III nitrogen oxides (NOx) legislation that already applies to commercial vessels has been extended to marine leisure vessels above 24m load line length, which navigate in US waters as well as the North and Baltic Seas. Providing another step towards increased sustainability in the industry, the 2021 legislation is aimed at reducing emissions. To comply, affected yachts now need to be fitted with a Selective Catalytic Reduction (SCR) after-treatment system. This has led Volvo Penta to work on an optimized solution for its yacht customers both for IPS and traditional inboard shaft installations. Emissions likely peaked in 2019, followed by an unprecedented 6% drop in 2020 due to COVID-19. Emissions are now rising sharply again and will grow for the next three years before starting to decline. While they are being added at great speed, renewables currently often supplement rather than fully replace thermal power generation. By 2030, global energy-related CO2 emissions are likely to be only 9% lower than 2019 emissions, and by 2050 only 45% lower. This is in sharp contrast to ambitions to halve GHG emissions by 2030 and to achieve the net zero emissions by 2050 required to limit global warming to 1.5˚C. The latest NTSB Safer Seas Digest report includes lessons learned from US maritime incident investigations. Following analysis of 42 cases NTSB warns that new lithium-ion battery hazards can be every bit as deadly as the worst storms.

NTSB commented, “The real world is a peculiar academy. We hope that this collection of lessons learned in the investigations closed in 2020 helps readers to take a step back and view their own operation with a cold, critical eye, then return to their day-to-day routines ready to take the appropriate action.”

The Federal Bureau for the Investigation of Maritime Accidents (FEBIMA) has published its investigation report into the circumstances surrounding a fire onboard the Trail Suction Hopper Dredger ‘UILENSPIEGEL’ whilst she was moored at Lisnave shipyard in Portugal during January 2021. The investigation has established that insulation panels contaminated with oil were installed during the re-assembly of the main engine after dry-dock.

On January 26th, 2021, Trail Suction Hopper Dredger UILENSPIEGEL was moored at pier 0 at Lisnave shipyard, Setubal, Portugal. The vessel was refloated again after a period in dry dock where maintenance had been carried out, including an overhaul of the vessel’s main engines. The US Coast Guard (USCG) has issued inspection guidance for Officers in Charge, Marine Inspection (OCMI), Chiefs of Inspection Division (CID), and Marine Inspectors for the small passenger vessels (SPV) risk-based inspection program.

USCG continues to conduct statutory inspections on the SPV fleet in accordance with 46 U.S. Code § 3301; however, data analytics provide a new tool and modernized approach to the marine inspection program to prioritize marine inspection resources. Using various computational methods, machine learning-enabled software, and a database of deficiency and casualty information, the Coast Guard developed a model to categorize SPVs based on potential risk for an undesirable outcome.

Surveyors from the Maritime and Coastguard Agency are to carry out unannounced inspections of fishing vessels across the UK. The unannounced inspections are being carried out as part of ongoing work around fishing vessel safety in an industry recognised to be one of the most dangerous in the world.

Since November 2020, there have been eight deaths –that’s more than ten per cent of the total for the previous ten years. Between 2011 to 2020, the Marine Accident Investigation Branch (MAIB), reported 60 fatalities from UK fishing vessels. The MCA says it has worked solidly with the fishing industry, reinforcing the messages about the requirements of legislation around standards of safety for crew and for vessels. Surveyors regularly carry out surveys and inspections of fishing vessels and detain those that do not meet the requirement of the law, until those deficiencies are corrected. AMSA to consider Conception fire NTSB findings when reviewing commercial vessel regulatory requirements

Following the NTSB investigation into the fatal fire and loss of the passenger vessel Conception off California in September 2019, the Australian Maritime Safety Authority (AMSA) has identified key points of concern for Australian vessels. As a consequence they have said it will consider the NTSB report in full when reviewing the current domestic commercial vessel regulatory requirements, including the standards for fire safety and accommodation.

The US-flagged passenger vessel Conception was at anchor off Santa Cruz Island, California, when a fire broke out in the early morning hours of 2 September 2019. Five crew members were asleep in the crew berthing area on the upper deck. One crew member and all 33 passengers were asleep in the bunkroom below.
