Robin Baron, chairman of the Cruising Association RATS committee, has said that boat owners are caught ‘in perfect storm’. His words come at the end of months of COVID-19 restrictions, a VAT ‘trap’ and new visa rules exacerbating everything. Amid a surge of enquiries about Brexit which has seen the Cruising Association run a seminar and respond to multiple questions from members in unfolding territory, Baron has settled on a plan to at least help members negotiate visa arrangements. He’s looking to exert pressure from within.

Since 1 January 2021, people can only stay 90 days in any 180-day period within the Schengen area. The 180-day reference period is not fixed. The Inland Waterways Association has appointed Phil Hornsey as its new chief executive. Hornsey is an experienced leader with a strong strategic, development and marketing background. He has a 20-year career across corporate and not-for-profit sectors.

As director of membership and community at British Rowing, Hornsey led the national delivery of programmes to engage, support and grow the sport, achieving record levels of participation, paying members, and unrestricted income for the organisation. Consultation about safe disposal of time expired flares opened by MCA

The Department for Transport (DfT), in collaboration with the Maritime and Coastguard Agency (MCA), has published a consultation about the safe disposal of time expired marine pyrotechnics (flares) from the pleasure boat sector. The consultation remains open until 15 March 2021.

The consultation seeks feedback to decide the next course of action when, in Dec 2021, the MCA’s current interim arrangements for the safe disposal of time expired flares are set to end. The consultation doesn’t hold back in assessing where the problem of who pays for the pollution has arisen, saying the industry has failed to organise itself effectively.

New safety requirements for local pleasure vessels in Hong Kong

The Marine Department of Hong Kong has published a circular about the recent safety requirements and regulations for all local pleasure vessels, which will be applied from 1st of April 2021.

According to the circular all pleasure vessels licenced to carry more than 12 passengers that are let for hire or reward shall have on-board a suitable first aid kit, as stipulated in “Code of Practice IV” Chapter X – Part 2 with effect from 1st April 2021. Who knows where the time goes?

A new entry to my blog is long overdue. As an aside, the title of this blog –  ‘Who knows where time goes’ – is one of my favourite songs, written by the talented and much missed Sandy Denny, and sung by her when with Fairport Convention, one of my favourite bands. Perhaps that plug will get me a free ticket to a future gig? But although I digress shamelessly, the fact is that one day simply merges into the next due to the pandemic and the current lockdown in the UK, as time slips easily by. With the inability to do much at the moment, a work day in the week is little different to the weekend it seems. Our lives are disrupted and mundane, but for good reason. Let’s hope this pandemic clears through soon. And yes, these are challenging times, not just for many working marine surveyors who are finding it hard to go about their lives as normal, but for many others too. After many months of detailed product development, the International Institute of Marine Surveying (IIMS) is pleased to announce the launch of a new standalone, affordable professional qualification in marine corrosion – subtitled marine corrosion and prevention in small vessels, ships and offshore structure. Prospectus for the Professional Qualification in Marine Corrosion

The programme has been written primarily with marine surveyors in mind, those whose job it is to inspect, understand and report on corrosion. The new Professional Qualification in Marine Corrosion is pitched at education level 4.

The developer and content producer behind this new qualification is Mike Lewus, a name known to some members as he has presented at various IIMS events and seminars. Mike has an encyclopaedic knowledge of corrosion and has spent many years as a technical lead with the British Stainless Steel Association.

US boat industry reached a 13 year high in 2020 and are set to continue in 2021

With heightened interest in outdoor recreation activities and ways to social distance, consumer demand for new boats surged across the US in 2020. The National Marine Manufacturers Association (NMMA), representing North American recreational boat, engine and marine accessory manufacturers, reports that retail unit sales of new powerboats in the US increased last year by an estimated 12 percent compared to 2019. More than 310,000 new powerboats were sold in 2020, levels the recreational boat industry has not seen since before the Great Recession in 2008.

European Boating Industry (EBI), the organisation that represents the recreational boating sector in Europe, announces its partnership with the NGO The SeaCleaners, created by the sailor and ecologist Yvan Bourgnon, with the aim of strengthening its actions to protect the marine environment and combat ocean plastic pollution.

The recreational boating industry relies on the health of our seas. That is why EBI is strongly committed to reducing marine pollution and raising awareness among boaters and the general public. The SeaCleaners is a natural partner to EBI, given its commitments to awareness-raising, biodiversity protection, plastic waste collection and scientific observation. Under the new partnership based on a Memorandum of Understanding, both organisations will promote common activities. DNV GL set for new name from 1 March

DNV GL, the assurance and risk management company, will change its name to DNV on 1 March 2021. The move comes after a comprehensive review of the company’s strategy as it positions itself for a world in which many of DNV’s markets are undergoing fundamental change.

The present name has been in place since the 2013 merger between DNV (Det Norske Veritas) and GL (Germanischer Lloyd). The name simplification is a natural consequence of a successfully completed merger and of having operated as a fully integrated company for several years now.

The United Kingdom Conformity Assessment mark will be required from 2022 when it replaces the European Union’s CE certificates. In readiness, Brussels based International Marine Certification Institute (IMCI) has founded IMCI (UK) and established offices in Liverpool to ensure that recreational boats placed on the British market meet the country’s post-Brexit technical, safety and environmental standards.

The European Union’s CE certificates remain valid in Britain until the end of 2021. But from 2022, CE-marked goods will be required to obtain a United Kingdom Conformity Assessment mark to enter the UK.
